PAL-V develops the Liberty, a gyroplane-based flying car that is both road-legal and air-certified. The Dutch company received EASA Special Condition approval and has delivered initial units. The Liberty requires a pilot's licence and a short runway for takeoff, differentiating it from true VTOL designs.
