UK CAA Launches Public Consultation to Define Regulatory Framework for VTOL Aircraft

The UK Civil Aviation Authority (CAA) has announced the launch of a public consultation to develop a policy framework for new types of vertical takeoff and landing (VTOL) aircraft, with the goal of enabling commercial passenger flights by 2028.

The initiative seeks to identify and update the legislative and operational changes needed to safely integrate these aircraft into UK airspace, while also fostering growth in the VTOL sector, technological innovation, the decarbonization of air transport, and alignment with international standards.

According to the CAA, this process is key to preparing the country for Advanced Air Mobility (AAM), enabling the orderly development of commercial operations, new business models, and associated infrastructure, such as vertiports and air traffic management systems.

The regulatory authority invites companies, operators, technology developers, investors, and the general public to actively participate in the consultation, providing feedback on the regulatory proposals and helping to define how these new aircraft will be deployed within the British aviation ecosystem.

This step reinforces the UK’s position as one of the most active European markets in regulatory readiness for eVTOL and new forms of urban and regional aviation, sending a clear signal to the market about the institutional commitment to the future of aviation.
