United States Unveils First National Advanced Air Mobility Strategy Under Department of Transportation Leadership

WASHINGTON, D.C., December 2025 — The U.S. Department of Transportation, led by Secretary Sean P. Duffy, unveiled the nation’s first National Advanced Air Mobility (AAM) Strategy, along with an action plan that establishes a roadmap for the safe and coordinated integration of new air operations into the national system over the coming decades.
The strategy includes 40 recommendations aimed at maintaining U.S. leadership in next-generation aviation, with a focus on industrial competitiveness, operational safety, and economic strengthening. The document is structured around six pillars — airspace, infrastructure, safety, planning and community engagement, workforce, and automation — and proposes phased implementation through a four-phase framework known as LIFT, which ranges from leveraging existing programs to transforming the aviation ecosystem.
The plan builds on previous initiatives, including the Advanced Air Mobility Leadership and Coordination Act of 2022, which mandated an interagency approach, and the presidential executive order from June aimed at strengthening U.S. dominance in unmanned aerial systems and emerging technologies. According to industry figures, U.S. aviation supports $1.8 trillion in annual economic activity and contributes nearly 4% of GDP, a context in which AAM is considered a future component of connectivity, logistics, emergency services, and defense.
The presentation received support from federal agencies, airports, industry associations, and manufacturers. Representatives from the FCC, ACI-NA, GAMA, NBAA, AAAE, NASAO, and AUVSI, as well as industry companies—including Archer, BETA Technologies, Electra, Reliable Robotics, and Wisk—highlighted the strategy as a coordinated framework for advancing certification, infrastructure, automation, and operational deployment, underscoring the need for public-private collaboration for its implementation.
With this strategy, the Department of Transportation seeks to align policies, investment, and regulations to facilitate the progressive adoption of advanced operations, preserving safety standards and strengthening the United States’ position in next-generation global aviation.
